In 1995, the city of Stafford decided to stop levying non-school property taxes. After the city's incorporation in 1956, Stafford became a home-rule city with a mayor-council type government. Deed restrictions, intelligent zoning ordinances, and commercial property regulations have helped preserve the value and appearance of the neighborhoods.
